Planning commission approves 113-room WoodSpring Suites at Cottonwood and Paiute

The Victorville Planning Commission on April 9 unanimously approved a proposed four-story, 113-room WoodSpring Suites hotel on a vacant 3.18-acre parcel at the northeast corner of Cottonwood Avenue and Paiute Avenue.
The project, filed as PLAN24-00037, includes a site plan and conditional use permit and was accompanied by an initial study and a mitigated negative declaration prepared under CEQA Guidelines section 15070, staff said. The developer proposes a roughly 46,400-square-foot extended-stay hotel with kitchenettes in every room and amenities including a guest lounge, fitness center, pool, outdoor patio with fireplace seating and guest laundry.
Staff recommended adoption of the mitigated negative declaration and resolution PD-25-009 approving the conditional use permit and resolution PD-25-008 approving the site plan, subject to attached conditions of approval. Staff also told commissioners that the environmental review includes mitigation measures for air quality, biological resources, cultural and tribal resources, and geology and soils.
Jason Ackerman, land use counsel for the applicant, told the commission, “It has been a pleasure working with city staff to bring you what we think is a very good project.” The applicant’s representative present was Chad McElroy.
Commissioner Marsh moved to adopt staff recommendations; Commissioner Marshall seconded. In a roll-call vote Commissioners Marsh, Marshall, Thomas, Vice Chair Messon and Chair Kurth voted yes and the motion passed unanimously.
The approved site plan locates the hotel adjacent to an existing Hilton Garden Inn, with two driveways proposed (one on Cottonwood Avenue and one on Paiute Avenue). Staff said the design exceeds the city's commercial design guidelines through varying roof lines, multiple materials (horizontal cement board siding, stone veneer and metal canopy elements) and increased landscaping, including an open landscape detention basin with a decomposed-granite walking path. Site improvements noted in the staff report include paving treatments, a trash enclosure and parking that meet or exceed municipal code standards.
Conditions of approval include the mitigation, monitoring and reporting program listed in the mitigated negative declaration. No public speakers registered opposition on the item during the hearing.
The commission’s approval allows the applicant to proceed to final permitting and compliance with the conditions of approval and mitigation measures set out in the resolutions and the MMRP.
