At its April meeting Hermosa Beach City School District's board approved multiple consent and action items to advance capital projects, operational efficiencies and compliance with state requirements.
Notable approvals included: the prequalified pool of architect firms for Measure HB-related construction (PBK and West Group Design); a prequalified pool of topographic and land-surveying firms (IMEG, NV5, BKF Engineers and PSOMAS); Pringle Group Inspection Services for the Hermosa Vista turf-conversion inspection; and an agreement with RHA (Richard Heath Associates) for retro-commissioning work on HVAC and controls for the VISTA/VUE project.
The board adopted Resolution No. 19:24–25 authorizing temporary use of Fund 40 to pay Measure HB/HV project expenditures with reimbursement upon sale of general obligation bonds; staff said the use of Fund 40 will allow project momentum to continue while awaiting bond proceeds. The district clarified Fund 40 is a capital projects fund and reported the current balance includes proceeds from a prior property sale to the city.
The board also approved an increase to district purchase-order limits (supplies/furniture/equipment from $20,000 to $25,000; repairs/landscape/other services from $10,000 to $15,000) to speed procurement between monthly board meetings. Administrators said comparable districts may have higher thresholds.
To comply with California's food-waste diversion law (Senate Bill 1383), the board approved a partnership with Food Finders to collect leftover food from schools, including refrigerated pickup of shelf-stable items, fresh fruit and expiring milk, to be redistributed to local agencies.
The district approved a contract with Kroll LLC for annual asset tagging and capital-asset reporting required by auditors, and ratified a consultant agreement for an independent educational psychological assessment (Antonia Glaacki). In each case staff said proposals met requirements and recommended approval.
Board members moved and seconded the motions and the items passed by voice votes recorded as "Aye." Several presenters thanked selection panels and referenced interview panels for professional services; staff emphasized that approval of prequalification pools does not itself create immediate costs but allows the district to solicit later proposals for particular projects.
The actions advance Measure HB/HV construction planning, routine inspection and commissioning work, compliance with state waste-diversion law and operational efficiency measures intended to speed purchases and project delivery.
