The board heard multiple policy updates Wednesday, including a first-reader revision to the distribution of materials administrative regulation, a compliance-driven update to the educational equity policy, and proposed changes to student transportation administrative regulations.
Distribution of materials (AR NAR 11.6): Communications staff presented a revision that moves approval authority for community information distribution from the superintendent's office to the communications office, recognizes electronic distribution, shortens required lead time and removes outdated limited-public-forum language. Staff reiterated the district's practice of only distributing materials for government agencies and nonprofit organizations; religious organizations registered as nonprofits are treated the same as other nonprofits for distribution purposes. The revision will automatically move from first reader to second reader under the district's two-reader practice.
Educational equity (Policy 1.6): Staff presented recommended updates to align the district policy with the State Board of Education regulation (COMAR 13A.01.06) and the Maryland Association of Boards of Education (MABE) sample language. The board's equity committee and policy committee reviewed the draft, which includes updated definitions and 12 administrative regulation statements that align with state requirements. Several board members asked about wording choices (for example, the phrase "individual characteristics are valued as assets") and non-discrimination language; staff said the language was chosen for consistency with existing district policy and state guidance. The policy will return for a future vote after committee review and Citizens Advisory Committee feedback.
Student transportation (Policy 5.9, related AR): Staff reviewed AR changes that included an opt-in requirement for families who want transportation and a reduction in walk-zone distances in some areas. Notably, the district proposed reducing middle-school walk zones to 0.5 miles and high-school walk zones to 0.75 miles in certain Easton-area schools; grades 1-5 walk zone was set to 0.5 miles to reflect current practice. An appeals process was also added that first routes appeals through the administrator's office and then to the superintendent. Board members expressed support for restoring shorter walk zones because of safety and sidewalk availability.
Other policy items: Green Clean (AR 5.15) and Integrated Pest Management (1.5.13) were presented as reviews with no substantive changes; investment policy (4.3) was updated and a new administrative regulation created to move detailed processes out of policy and into AR; the investment AR mirrors county policy with limited additional investment types and a suggested average maturity target.
What happens next: Distribution AR will move to second reader automatically; equity revisions will be reviewed by board committees and the Citizens Advisory Committee and return for a vote; transportation AR changes will be presented again for approval in the normal two-reader process. Board members asked staff to prepare clarifying language and examples for committee review.
