The Encinitas City Council directed staff Tuesday to explore regional sand-replenishment programs and potential coordination with neighboring Carlsbad to secure additional beach nourishment for areas north of recent projects.
Council members specifically asked staff to investigate the Southern California regional programs (SCOOP and RBSP 3), federal U.S. Army Corps of Engineers opportunities and cross-jurisdictional partnerships that could extend nourishment as far north as Ponto Beach. Members said some recent Corps work stopped short of areas that remain vulnerable and that partnering with adjacent cities could improve long-term effectiveness.
A council member noted the historical economic-justification rules used by the Corps in earlier projects and suggested that changing shoreline development patterns (for example, new hotels or infrastructure) can alter the benefit-cost profile, making previously unjustified reaches eligible for future projects.
Why it matters: Beach replenishment affects public safety, coastal access, shoreline resilience and recreation-based local economies. Councilors said a regional approach could reduce local costs and improve outcomes by treating the shoreline as a connected system.
Next steps: staff to scope SCOOP/RBSP 3 participation, research Corps project opportunities, and consider outreach to Carlsbad about coordinated nourishment up to Ponto. Any proposed partnerships or budget implications would be returned for council consideration.
