Board narrowly approves changes to succession policy after lengthy debate, final vote 4-3

Supporters framed the changes as a local-control clarification that gives the full board the opportunity to select new leadership if a sitting officer is unable or unwilling to complete an officer term; opponents argued the change departs from longstanding practice in which the vice president assumes the president’s duties for the remainder of the term.
During discussion, several board members stressed concerns about perception and precedent, and asked whether the draft language had legal review. District counsel was reported to have reviewed the policies and the proposed language; board members also said the templates originated with the Iowa Association of School Boards (IASB) and that local edits were the work of board members.
An amendment was agreed to during debate to add clarifying language — specifying that the policy applies when an officer is “unable or unwilling to complete the term of office” — after some board members said the original phrasing could be read more broadly. After that clarification, the motion to adopt the revised policies carried on a 4-3 roll call: Director Lynch, Director Smithson, Director Champion and Director Larkin voted yes; Doctor McGivern, Director Castro and Director Frecky voted no.
The board chair and several directors noted that annual officer elections remain part of regular board practice and that policy language should reflect local expectations. The board did not change the district’s policy for filling a vacancy on the board itself; the changes addressed only the succession and officer-selection language in the governance policies.
The adopted change will be incorporated into the district’s policy manual; the board did not direct additional follow-up beyond standard policy publication and distribution to board members.
