The Emery County Planning Commission unanimously approved a conditional use permit that allows an applicant to operate an RV park on a roughly one-acre county parcel adjacent to the creek in the Fair/Conover area.
Applicant Ryan Shirtliff told the commission he and partners cleaned up historic debris on the property and removed more than 50 tons of material. He said the parcel—about 0.94 acres for the county portion plus a 0.38-acre section—has access to culinary water, power and a main sewer line running nearby, and that he wants to establish a small number of RV sites with hookups. County staff informed the commission the applicant filed a business-license application and the required conditional-use paperwork after neighbors raised concerns about activity without permits; the applicant subsequently submitted the materials.
Commissioners discussed the size and access of the site, turnaround requirements for emergency equipment, and whether the approval should be limited to three hookups. A commissioner moved to approve the site as an RV park without imposing a strict upper limit; the motion was seconded and passed by voice vote. Commissioners recorded their thanks to the applicant for cleaning the property and discussed preserving the old slaughterhouse structure as storage and for a proposed mural.
The county recorded the approval as a conditional use for an RV park; staff will follow up on any required permits, business licensing and recording of necessary conditions.
