Davis County Commission approves voter-mailing agreement, cyber-insurance, grant and lawn-care contract; denies late tax appeal

The Davis County Commission approved several administrative contracts, a cyber-insurance authorization and grant acceptances during an evening meeting on April 8 in Farmington.
Commissioners approved an agreement with a data-center vendor to print voter identification and voter confirmation postcards used for voter registration mailings. County Clerk Brian McKenzie said the contract would begin April 8; the transcript includes an unclear reference to the contract end date (given as "12/31/2020 or 2030" in the meeting). The contract fee is described in the agreement exhibit as quantity-driven; the exact total was not stated on the record.
Human resources presented an authorization to bind additional cyber-insurance coverage to replace reduced coverage from the Utah Counties Indemnity Pool. Christopher (Chris) Bone, human-resources staff, told the commission the county budgeted the premium. The county will pay a prorated premium of $75,190 covering a period described in the presentation as beginning March 18, 2025 and ending Jan. 1, 2026. Commissioners approved the authorization.
The sheriff's office presented two items: acceptance of a 2025 Hazardous Materials Emergency Planning (HMEP) grant (Form 76-10) in the amount of $3,200 with a performance period Oct. 1, 2024 to Sept. 30, 2025; and a contract with Idaho Lawn Care Co., doing business as US Lawn Salt Lake City, for mowing, edging and trimming at the Criminal Justice Complex. The lawn-care contract was presented as payable in the amount of $18,828.40 and runs April 15, 2025 through Oct. 31, 2025. Both items were approved.
The commission approved consent items 6 through 13 without discussion. The board then recessed to the Board of Equalization, approved the county's property-tax register for April 8 (including six veteran-exemption abatements for 2024 and two items related to an exempt entity purchasing property in 2024), and later denied a late tax-appeal register request. Commissioners voted "Aye" for the items on the record; no roll-call tallies were recorded in the verbal minutes.
No member of the commission proposed policy changes tied to these approvals during the meeting. Public comment included a resident who thanked the commission for scheduling the meeting at 6 p.m. to improve public participation.
