LAHD seeks quick council approval to accept $4.9 million state Pro Housing Incentive grant for operating reserves

On April 9 the Los Angeles Housing Department (LAHD) presented a transmittal asking the committee to accept a $4,900,000 grant from the California Department of Housing and Community Development—s Pro Housing Incentive program. LAHD Director of Housing Development and Finance Elizabeth Selby said the department recommends using $3,427,552 of the grant to support operating reserves for several Skid Row Housing Trust properties now owned by PATH, and $1,472,448 for a pilot operational replenishment reserve program intended as a blueprint for a city operating assistance program.
Selby told the committee the state grant must be expended by June 30, 2025, and that swift council action is requested so the funds can be spent before the deadline. She said PATH has accounts payable and capital and operating shortfalls at four properties, and the grant proceeds would help stabilize those buildings and bring vacant units back into rentable condition. "The state grant must be expended by 06/30/2025. So in a few months, and therefore the recommendations in this report seek, swift council action," Selby said.
Committee members asked whether non-covered Skid Row properties are otherwise financially stable; LAHD said the four PATH properties are the principal ones struggling. The committee also asked about timing for reimbursement from the state; LAHD said it would submit documentation promptly to request reimbursement and that the department expects to be able to expend funds once council approves the transmittal. LAHD said it will return with recommended projects for the pilot component if the committee wishes to be briefed on selection.
The committee voted to approve the transmittal and accept the state grant. The roll call recorded Councilmember Grama yes; Councilmember Harado absent; Councilmember Blumenfield recorded "Aye." The clerk recorded the item approved 2-0. The department said it would coordinate with the committee and enterprise partners to identify projects and bring pilot recommendations back for scale-up consideration.
