The Overland Park Public Safety Committee approved minutes and voted to recommend several procurement and contracting steps to the full city council, including selection of a construction manager at risk for the police training facility and waivers of the bid process for fleet purchases.

Police training facility: staff presented a request to waive the competitive-bid requirement and to approve a construction-manager-at-risk (CMAR) services agreement for the police training facility project (project PB2139). Tony Roehm, project staff, said the city issued a request-for-qualifications to nine firms, received four submittals, interviewed two finalists and selected Titan Built LLC as the most qualified. The committee voted to recommend council approval of waiving the bid process and selecting Titan Built LLC and to approve a pre-construction services agreement in an amount not to exceed $63,520 for CMAR services. Roehm said a guaranteed-maximum-price (GMP) change order is expected once design reaches a sufficient level, with a planned solicitation of subcontractors and a projected construction start in early 2026 if schedules align.
Committee members discussed nomenclature and public perception of the phrase "change order," with several members asking staff and legal to confirm terminology and to explain how the GMP step protects the city as the customer.
Fleet purchases: Bob Miller, fleet supervisor, sought waivers of the bid process and authority to purchase two separate vehicle bundles.
- Staff vehicles: Miller described a request to purchase four Hyundai Santa Fe all-wheel-drive hybrid staff vehicles as a shift from previously specified Ford Explorers to improve fuel economy and warranty coverage. Miller gave a combined fuel-economy figure of about 34 mpg and cited a manufacturer warranty that the presentation said covers major components up to 100,000 miles. Miller's presentation listed a unit price of $39,040 and a total figure for the four vehicles of $156,040. The committee approved the waiver and purchase; the meeting transcript contains an inconsistent motion amount later in the transcript ($561,040) which staff agreed to reconcile before final council action.
- Patrol fleet and pickups: Miller recommended returning to Ford pursuit-rated patrol vehicles after a year of durability concerns with Dodge Durango pursuit models. Staff said Durango pursuit vehicles showed higher ownership costs and reliability issues at high mileage. Miller presented a state-contract-based purchase for 11 new patrol vehicles and two pickup trucks under pricing matched to the State of Kansas contract through Bob Allen Ford; the committee voted to recommend council approval of the purchase not to exceed $567,342 (the motion recorded a slight variant, $567,003.42, which staff will clarify in the council submittal).
