The proposal would rezone three tracts (A, B and C) to a mixed‑use neighborhood overlay that could permit multifamily and townhome development, while dedicating approximately 37 acres of the site — much of it environmentally sensitive area and floodplain — as parkland or as an easement for public open space. The developer and staff described the dedication as part of a package that would cluster development on the upland portions of the parcel and leave low, flood‑prone lands as public open space.
