City Council votes: settlements approved and multiple agenda items advanced
Summary
The council approved a set of consent and closed-session items including several legal settlements, with routine items passing early in the meeting. A series of closed-session settlements were approved, and multiple regular-agenda items were adopted or advanced to later action.
The Los Angeles City Council took a series of routine and closed-session votes during its April 9, 2025 meeting.
Early in the meeting the council voted to approve items 3–8, 10 and 11, with the clerk recording 15 ayes. Councilmember Price recused himself for item 12 and the council recorded 14 ayes on the recusal item.
During closed session consideration under the Budget and Finance Committee, the council approved several settlement recommendations (votes reported in open session). Highlights recorded into the public record included:
- Item 16 (Corey Wynne et al. v. City of Los Angeles): recommendation to expend up to $250,000 in settlement — approved. - Item 17 (David Angeles Guzman v. City of Los Angeles): recommendation to expend up to $275,000 in settlement — approved. - Item 18 (Logia Rodriguez Martinez v. City of Los Angeles): recommendation to expend up to $295,000 in settlement — approved. - Item 19 (Maria Bustio v. City of Los Angeles): recommendation to expend up to $440,000 in settlement — approved. - Item 21 (Lara Beltran Martinez et al. v. City of Los Angeles): recommendation to expend up to $964,736 in settlement — approved. - Item 22 (Bruce Watts et al. v. City of Los Angeles): recommendation to reject the proposed settlement — approved (reject). - Item 23 (Jane Doze et al. v. City of Los Angeles): recommendation to expend up to $160,000 in settlement — approved. - Item 24 (Cassandra Terhime v. Los Angeles Public Library): recommendation to expend up to $110,000 in settlement — approved. - Item 25 (William Faulkner v. City of Los Angeles): recommendation to reject the proposed settlement — approved (reject).
Separately, item 20 (Time Warner Cable Information Services, CA LLC v. City of Los Angeles) carried a recommended settlement of $1,043,209.53 plus interest; the council recorded the settlement amount and approved the recommendation in open session.
The council also considered agenda items 1, 2, 14 and 15 after public comment and later moved several of those items as part of the meeting’s order of business. Several items were either held for questions or advanced for later action. The session concluded with certification of votes and referral postings.
