The board’s action amended an initial motion to specify that the district choose the hosting vehicle—e.g., a district web page or district-managed channel—rather than mandating YouTube specifically.
Board members discussed legal and practical considerations, including closed-captioning accessibility, sunshine-record retention obligations, and whether public comment should be included in public uploads. Several board members said City 7’s current carriage on Comcast does not provide universal online access for constituents who no longer subscribe to cable; one member noted City 7’s feed was available only to Comcast Xfinity subscribers. Administrators said YouTube provides closed captioning and that the Missouri Secretary of State requires a one‑year retention period for school board recordings.
The board agreed to exclude public comment from uploaded files to the district-controlled record that will be made available online. The motion that passed authorizes the district to use the file currently forwarded to the city to upload recordings of each board meeting to the district’s chosen vehicle of communication and to retain recordings there for 12 months, after which the recording will be removed from public posting. Board members and staff discussed logistics and asked the administration to proceed with platform setup and a goal of having it in place by the next board meeting if feasible.
The vote to adopt the amended motion was taken by voice vote after an amendment to allow district discretion in the hosting vehicle passed.
