Planning department outlines Tyler transition, transit RFP and cleanup consolidation

Jason Ortiz, deputy director of Planning and Land Use, spoke to the assembly about permit modernization, transit work and code updates April 9.
Ortiz described the Tyler Technologies enterprise permitting transition as intended to provide 24/7 online access for driveway permits, conditional uses and other land‑use filings, improve GIS integration and enable more robust reporting on enforcement trends. The department is using the planned software migration as an opportunity to reexamine regulatory procedures and administrative steps in order to reduce unnecessary processing delays.
Transit and utility mapping Ortiz said planning staff continues work on a transit provider RFP and is studying service models, but stressed that the assembly will make any decision to accept or adopt transit services. He also described an initiative to centralize utility mapping and said staff are working to build trust, negotiate data sharing and design secure, limited‑access solutions to host private utility location data for planning and emergency purposes.
Code updates, right‑of‑way and cleanup The department reported numerous code‑level updates in FY2025, including shore setback work and conditional‑use adjustments, and emphasized that code enforcement and right‑of‑way teams conducted thousands of inspections last year. Ortiz said the manager has asked the department to explore consolidating borough cleanup functions into a streamlined program; staff will return to the assembly if additional ongoing staffing is requested.
