Independence board adopts comprehensive literacy plan aligned with state law

The Independence School District board voted to approve the district’s comprehensive literacy plan, which administrators said aligns with Missouri Department of Elementary and Secondary Education guidance and Senate Bill 681.
Doctor Boatwright (presenting the plan) described a research-based framework to support literacy from birth through grade 12, emphasizing the five components of literacy instruction, shared leadership, a standards-based curriculum aligned to Missouri learning standards, and a multi‑tiered system of supports (MTSS). The plan includes Reading Success Plans (RSPs) for students behind grade level, family engagement practices and partnerships with external organizations such as the Missouri Department of Conservation and Dolly Parton’s Imagination Library.
Administrators told the board the district has implemented professional development and training related to phonics and structured literacy programs, noting that 96 teachers have completed volumes 1 and 2 of the district’s training, an additional 47 are in progress, and 37 middle-school teachers have signed up for Aspire training. The administration also said STAR assessment data is being used and is aligned with the plan.
The motion to adopt the comprehensive literacy plan passed by voice vote.
