Town engineer: pavement condition index contract coming, Brace Road rehab and Taylor Road corridor study advancing

The Loomis town engineer updated the council on roadway planning and pavement work on April 8, saying the town has chosen a consultant to perform a pavement condition index (PCI) assessment and will award the contract at a future meeting.
PCI and funding eligibility: The engineer said the PCI study will support five‑year planning and is required periodically; ‘‘without this assessment done, we won't be eligible for state and federal funding,’’ he said. The town expects the assessment to be complete by September and noted the PCI helps prioritize limited rehabilitation dollars and identify roads that require full‑depth work before they fail.
Current and planned projects: The council was told the Del Mar and Bankhead rehabilitation project is complete and that the Brace Road resurfacing — a full‑depth reclamation from Sierra College Boulevard to Stone Road — is funded by the state and awaiting Caltrans approval and will go to bid once authorized. The engineer said another pavement project is planned for fiscal year 2025–26.
Taylor Road and grants: Staff reiterated that the Taylor Road corridor study was entered in the Caltrans planning grant round in January and that the town is awaiting results; the study would make Loomis more competitive for a subsequent Safe Streets for All grant and would analyze pedestrian and traffic improvements for future programming.
Traffic mitigation measures: The engineer also described short‑term traffic mitigation on Oak Street and Taylor Road in response to local concerns and said delineators are planned to narrow lanes and slow approach speeds pending longer‑term design.
Council action: Consent calendar item 4 (the engineering report and related professional actions) was approved by motion at the April 8 meeting. Staff said the PCI contract will be brought forward for award at an upcoming meeting.
