The Senate committee voted to give House Bill 207 a favorable report after Representative Shaw described the measure as an update to the state's Office of Information Technology.
Representative Shaw told the committee the bill revises statutory language to reflect agency changes since OIT's creation in 2013 and a 2017 update. "This is about the Office of Information Technology," Shaw said, adding that the bill removes obsolete agency names, recognizes new roles and "adds cybersecurity and some of the new roles that they perform in state government." He also said the bill "creates the Technology Quality Assurance Board," which would coordinate technology efforts across agencies.
The bill received a formal motion and roll call. Senator Roberts made the motion for a favorable report; Senator Bridal seconded. The clerk called the roll and the committee returned 10 ayes, no nays; the chair said the bill "will report." The record shows the following affirmative votes on the roll call: Senator Albritton, Senator Allen, Senator Bell, Senator Coleman, Senator Coleman Madison (Colin Madison), Senator Elliott, Senator Kelly, Senator Orr, Senator Roberts and Senator Butler.
No committee amendment or fiscal detail was offered during the discussion recorded in the transcript. Shaw said he had spoken with Secretary Urquhart, who leads the agency, while developing the bill. The transcript includes no statutory citations beyond references to "state code" and the fact that OIT was created in 2013 and updated in 2017.
The committee moved the bill forward without recorded dissent. The matter will proceed to the next step required under Senate procedure for reported measures.
