Fiscal analyst Tom Weber said the governor recommended roughly $3,000,482 in general funds, $1,800,000 in highway funds and $738,117 in other funding over the 2025‑27 biennium to address increased rent expenses following the Department of Public Safety’s move. DPS divisions except the training division and evidence vault had already moved into the Bermuda Building as of January 31, 2025; the training division is expected to remain at its current lease until the academy completion in May 2025 and the evidence vault remains at the FAST Building pending improvements.
The Department of Administration told the subcommittee it plans to buy out two long‑term leases (investigation division and training division) that expire in FY29, using return‑to‑work funds, with an estimated buy‑out cost of $786,578. The governor’s recommended 2025 capital improvement program (CIP project 25C16) includes funding to purchase the Bermuda Building, and DPS provided an estimate of about $7.8 million to complete the evidence vault build‑out.
The subcommittee approved the staff recommendation to fund the increased rent costs, with a voice vote; fiscal staff retained authority to make technical adjustments.
