The joint legislative subcommittee approved a recommendation to add a background investigation technician to the Department of Public Safety’s Public Safety Background Unit to help the unit maintain its average processing time.
Tom Weber of the Legislative Counsel Bureau told the committee the governor recommended cost allocation reimbursements of $72,642 in fiscal year 2026 and $90,572 in fiscal year 2027 to fund one new background investigation technician position beginning October 2025. The Director’s Office is currently authorized for four background investigation technicians and the additional position was requested because applications for sworn and non‑sworn positions had doubled after a recruitment campaign and the hiring of two recruiters.
DPS indicated one additional technician would allow the unit to maintain the current average of three weeks to complete pre‑employment background investigations, but would not be sufficient to reduce overall processing time. The subcommittee accepted the staff recommendation and approved the position; Chair Taylor moved the recommendation and Assemblymember Brown‑May seconded the motion, which carried by voice vote.
Implementation details: the new position will begin in October 2025 and is intended to preserve the current three‑week processing average as application volume increases.
