Zitong Wu, zoning administration, presented items 20 and 21 as special use permits required for two proposed convenience stores. He said the Planning Commission recommended approval for both but that both projects were previously held at council and that additional information from codes and police was pending. Councilors instructed staff to hold items 20 and 21 “with a question mark” pending further information and follow‑up from codes and SPD.
Item 22 is a special use permit for a parking lot at 700 Ariba Boulevard West and is a companion to a major site plan review. The applicant proposed to demolish an existing large commercial building and use the new lot to extend parking for Marcellus Commons at 129 Richmond Avenue, while keeping the lot open to the public. The Planning Commission recommended approval, and a councilor said the additional parking would be welcomed in that district.
Item 23, a special use permit for a convenience‑store use, was recommended for denial by the Planning Commission. Wu said the existing business has been selling tobacco illegally, is ineligible for a tobacco license, and the parking and pavement encroach into the Lodi Street and North Krause Avenue rights‑of‑way; he said the owner has a history of permit noncompliance. Several councilors said they would support denying item 23 based on that record.
Item 24 is a zoning map amendment to assign an R5 zone district to a parcel that is currently “pending” after a resubdivision; staff said R5 matches neighboring lot sizes and existing approved permits for two units. The Planning Commission recommended approval for the rezoning. Several councilors asked for more neighborhood outreach and public comment opportunities before final action.
