Council hears plan to renew Axon Air subscription, approve SWAT live‑view contract
Summary
Deputy Chief Richard Shofford described two proposed Axon agreements: a five‑year Axon Air subscription to track UAS flights (not to exceed 111,820.8) and a separate $12,000 contract to allow SWAT live‑viewing of video. Shofford said both are grant funded and unrelated to the city's drone-as-first-responder program.

Deputy Chief Richard Shofford told the Syracuse City Council that the Police Department is asking the council to approve two Axon contracts: a five‑year Axon Air subscription to “stream most UAS flights automatically and track hours flown for each UAS flight,” and a separate Axon contract to allow SWAT operators to live‑view video.
Shofford said the Axon Air agreement runs five years “starting 03/01/2025 through 02/19/2030” and is “the total amount not to exceed 111,820.8.” He said the agreement “is gonna be grant funded.” He described the second Axon contract as “for, dollars 12,000 and it will allow our SWAT operators to live view the video.”
Shofford emphasized the purchases are not part of the city’s “drone as a first responder” program. “This has absolutely nothing to do with the drone as a first responder program,” he said. “This is totally separate.”
Councilors asked whether there were additional questions; Shofford noted the department had discussed drones in a “very robust discussion” earlier that day. The transcript records the department presentation and discussion but does not show a formal vote or final council action on the two Axon agreements.
The requested actions are presented as grant‑funded contract renewals and an equipment/service purchase for public‑safety operations. The transcript does not include a motion text, mover/second, or a recorded vote tally for either item.
