Morgantown, W.Va. — The Monongalia County Commission on Oct. 17 voted to hire Take Command Insurance Agency, doing business as Take Command Health, to provide a software platform and customer support to administer an individual coverage health reimbursement arrangement (ICRA) for county employee medical coverage. The panel also approved notice to cancel the county's group policy with Highmark West Virginia effective Dec. 31, 2025, and approved the required individual-coverage notice to be distributed to eligible employees.
Commissioners said the change is intended to reduce the county's exposure to rising group insurance costs while giving employees a choice among individual plans. County Administrator Renetta McCourt and commissioners described modeling showing many employees would see lower premiums or no premiums under the proposed allowance structure; they said the county's modeled contribution strategy would increase the county's share of premium contributions and reduce employees' monthly premium obligations.
