Summary
The Palatka CRA awarded a contract to Plus Point Construction for repairs to the Tillman House after disqualifying the low bidder for missing references. The contract award is under the CRA budgeted amount.
The City of Palatka Community Redevelopment Agency voted Oct. 23 to award a contract to Plus Point Construction to carry out repairs on the Tillman House at a recommended contract amount of approximately $202,125.
CRA staff said the city issued an invitation to bid and received four bids. The low bidder, ER Rooter, submitted a total bid of $170,000 but was disqualified for failing to provide a required second reference for similar projects, according to CRA coordinator/manager presentation. The board moved to recommend award to the second-lowest responsive bidder, Plus Point Construction.
CRA staff reported the project's budget for the Tillman House is $300,000, so the recommended award is under budget. The staff presentation noted the possibility of using remaining funds—estimated at $60,000–$70,000—for additional improvements pending final contractor work and commission approvals.
A motion to approve the award was made and seconded; the board voted in favor by voice vote.
Commissioners asked about Plus Point Construction's references and location; staff said the company has locations in Jacksonville and Orlando and that follow-up reference checks were positive.
Staff said the next steps are contract execution and project start as soon as procurement and contracting are complete.
