St. Cloud magistrate allows time for removal or permitting of unpermitted porch and shed at 1514 Ohio Ave

A special magistrate ordered the owner of 1514 Ohio Avenue to bring the property into compliance by Oct. 10, 2025 after code enforcement presented evidence that a back porch and a shed were installed without required permits.
Alex Miller, code enforcement officer for the City of St. Cloud, entered into evidence photographs, notice and mailing records, and a statement documenting repeated inspections. Miller said work observed on June 19 included interior remodeling of a shed with plumbing and a back porch that lacked a permit; the city mailed notices and, after re-inspections showed no permits, sent a notice of violation and a scheduled hearing.
Melody Coservani, attorney representing the owner, said the shed is a rent-to-own unit and that the resident has contacted the company to have it removed: "So as of today, the update that I've been given is that it's a rent to own shed... there should be no issue with bringing the property into compliance by October 10." Miller told the magistrate the city recommends the owner be given until Oct. 10, 2025 to obtain permits or remove the structures; if not, a $250-per-day fine may be assessed until compliance.
Miller also requested recovery of administrative costs the city incurred; the city recorded administrative costs of $355.38 and asked the magistrate to order that amount to be paid within seven days of the written order. The magistrate said he will enter the order requested and indicated he could align administrative-cost payment timing with the Oct. 10 compliance date to ease administration. The magistrate directed the city to mail the written order and said counsel would be copied on the order.
The city characterized the violation as work performed prior to obtaining permits and requested the owner either obtain permits or remove unpermitted structures by the compliance date. The owner’s representative agreed to maintain communication with code enforcement while removal and permitting proceed.
