The Guthrie-Edmond Regional Airport Board voted to approve the city’s acceptance of a proposed acquisition of Parcel Number 1 from Barry and/or Carrie Cogburn, trustees of the Cogburn Living Trust, for $951,000 — contingent on federal and state grant acceptance and final approval by the Guthrie City Council.
Airport staff told the board the appraisal process followed federal guidance and the Uniform Standards of Professional Appraisal Practice; a second, review appraisal confirmed the initial value and serves as the basis for the initial offer. "The appraisals were conducted in accordance with the uniform standards and professional appraisals practice," a staff member said, adding that the FAA requires the appraised amount be offered initially and that any amount above appraisal requires specific justification tied to hardship or demonstrated loss.
Staff also said the city would pursue FAA and Oklahoma Department of Aviation and Aeronautics grants to cover the purchase and that the airport has set aside AIP (Airport Improvement Program) or AIG dollars for the project. Airport staff said the purchase is already on the project's capital improvement program and that the city would submit an FAA grant application for FY 2026 following board approval.
Board members asked whether environmental and cultural reviews had been completed. Staff said site-specific environmental checks (including a Phase I-type review and other evaluations) are typically performed during the contract contingency period and that Section 106 consultations and archaeological reviews would be triggered if required. "Any property we purchase, we always do a phase 1 NEPA, at that time," staff said.
The motion — recorded in the agenda as item 5 — passed without recorded roll-call objections. The approval is subject to FAA and ODAA grant awards and to final approval by the Guthrie City Council before closing.
Why it matters: The parcel is part of an airport capital plan and acquiring it would allow airport development aligned with the airport’s CIP; the board emphasized appraisal protocol and the need for environmental and cultural clearances before closing.
