The DeBary City Council approved first reading of Ordinance O7-2025, revising the city's golf-cart regulations to permit online permit applications.
City Manager told the council the golf-cart ordinance implemented in 2022 has been "very successful" and that automating the application process will simplify permitting and improve customer service. "We're well over 600 permits now," the manager said, and staff reported no incidents tied to the program to date.
Council members supported the change as a modest administrative improvement that will make it easier for residents to obtain permits and reduce unpermitted golf-cart use.
The ordinance will return for second reading and adoption following required notice and posting.
