Airport director outlines multi‑year capital plan; TSA checkpoint expansion reaches 15% design

Jose Sivedra, airport director, gave a quarterly report highlighting recent passenger growth, a positive quarterly financial position and a multi‑year capital program that the airport is advancing with FAA coordination.
Sivedra said the airport is a $24,000,000 enterprise fund for the city and that it has received more than $50,000,000 in FAA grants in recent years. He told the committee that the FAA reported about 370,000 enplanements in 2024 and that the total passenger throughput entering the terminal was roughly 750,000 in the same period; he also said Canadian passengers account for about 40 percent of the airport’s cross‑border traffic.
Sivedra and his team outlined a capital plan that the transcript cites at about $123,000,000 through 2030 but noted that deferred capital and construction cost inflation could raise needs substantially. Key projects discussed included a TSA checkpoint expansion and relocation (the project is at about 15 percent design and aims to increase throughput and incorporate new screening technology), rehabilitation of the offline taxiway to restore pavement in poor condition, relocation and modernization of the fuel farm, additional hangar capacity and completed work on a new public parking lot (Monte Moose).
Design and planning will continue with the FAA and TSA; presenters said the city would examine phased approaches and outside funding or partnership models to help deliver large projects. The airport also described community outreach activities, a DBE/small‑business procurement event, and plans for a ribbon‑cutting for the recently rehabilitated runway. Sivedra said the airport’s quarterly financials show revenues exceeding expenses by about $500,000 at the quarter mark. Several committee members asked about partnering with nearby landowners and private developers to support infrastructure investment.
