The Rockbridge County Board of Supervisors approved a resolution on Oct. 14 authorizing payment of the county’s current bills totaling $1,359,438.55 and approved two appropriations. County finance staff presented the monthly financial report and year-to-date figures through Aug. 31.
Finance staff reported year-to-date revenues of $4,757,777 and expenditures of $9,856,236, a year-to-date difference of minus $5,098,459. Staff said 17% of the fiscal year had passed and noted sales-tax collections of $916,734 (28% of the estimated budget), meals/motel tax of $292,987 (16% of estimate), and machinery (mils) tax receipts of $598,955 (18% of estimate). The staff presentation also noted an admissions tax (train-related) amount of $87,821 (25% of estimate) and indicated those figures should become more accurate with the ongoing work on the FY25 audit and the new Tyler financial software.
Staff identified two appropriations included with the payment-resolution packet: one for Nesbarr Fire and Rescue EMS supplies (specific appropriation amount not clearly stated on the record) and a school-division appropriation funded from the school escrow account; the transcript referenced an amount of $656,766 but the record presented to the board conflated reporting and staff said the escrow transfer will appear again on the school appropriation resolution to avoid double-counting. During the meeting staff did not provide fully clear dollar amounts for both line-item appropriations on the record; board materials in the clerk’s packet contain the full accounting.
A motion to approve the payment-resolution and appropriations passed unanimously (5–0). Finance staff said they will continue audit work for FY25 and the county and school division’s migration to the Tyler system.
