Board authorizes staff to negotiate boundary-adjustment transfers with Lexington and Buena Vista

The Rockbridge County Board of Supervisors on Oct. 14 authorized county staff to negotiate and finalize documents to transfer three parcels to the cities of Lexington and Buena Vista to facilitate a boundary-line adjustment and improvements to Baynard Lane and related access to the county 911 center.
Staff said the city of Buena Vista will take ownership and maintenance responsibility for an extension of Baynard Lane to provide more direct access to the 911 center, and Buena Vista has agreed to pay for paving and related improvements for the extension. The proposed transfers will convey parcels to Buena Vista (two parcels) and one parcel to Lexington to align ownership for maintenance and access.
Supervisors asked for clarity about maintenance standards and who determines when maintenance is needed; county staff said those details will be included in the negotiated documents and returned to the board for final approval. Buena Vista staff had agreed to maintain the road as a city street at city standards, and Buena Vista intends to fund paving for its piece of the extension as part of the project.
The board voted unanimously to authorize staff to negotiate and finalize the documents and to return with finalized agreements for the board’s approval and execution.
