Planning commission backs conditional use permit for express car wash in Cedar Corridor marketplace

Nick Johnson, representing Mr. Car Wash, asked the Lakeville City Planning Commission on Oct. 16 to recommend approval of a conditional use permit to allow a commercial express car wash at the southeast corner of 170 Ninth Street and Cedar Avenue in the Marketplace at Cedar Platte.
Johnson said the company plans an express car wash with three entry lanes that merge to a single lane through the wash; customers would then exit to a vacuum/parking area. “We are hoping to construct a new express car wash,” he said, and added the company was “excited about being in Lakeville.”
Planning staff said the site is Lot 7, Block 1 in the recently approved Marketplace at Cedar Platte plat. The property is zoned M2, Lakeville’s Mixed Use Cedar Corridor District, and guided as Corridor Mixed Use (CMU) in the comprehensive plan. Staff reported the applicant revised a landscaping plan to add screening between the drive-through area and a stormwater basin; the basin and stormwater improvements were approved with the plat and are being completed by the plat developer, not the car wash operator.
Staff noted the proposed building is single story with two decorative towers about 35 feet tall, well under the height allowed in M2, and that the illustrative signage in the packet is not approved with this action; any signs will require separate sign permits. The applicant told commissioners typical on-site staffing would be three to four employees and that four employee parking spaces are provided in the vacuum stall area. Staff said the proposal exceeds the six stacking spaces required for a car wash.
Commissioners asked about stacking and employee parking; staff confirmed the design provides more than the required stacking so queuing would not extend into the adjacent road. With those clarifications, Commissioner (name recorded on roll call as) [motion maker recorded in minutes] moved to recommend City Council approval of the conditional use permit and findings of fact dated Oct. 2, 2025, subject to the eight stipulations in the planning memo dated Oct. 8, 2025. The motion passed on roll call with the commissioners present voting aye (Zimmer: aye; Pike: aye; Swaney: aye; Swanson: aye; Tinsley: aye; Duckworth: aye; plus others recorded as present and voting).
The commission’s recommendation will go to City Council for final action at its Nov. 3 meeting.
