House Insurance Committee adopts H-2 substitute for House Bill 4071, 10-0

"This version of the bill has received support from the Department of Insurance and Financial Services, Blue Cross Blue Shield, Chubb Insurance, and John Hancock," Carter said, and she walked members through the changes.
Carter said the substitute explicitly excludes health insurers from the bill's scope, resolves a potential conflict with Representative Aragona's House Bill 4179, removes a reference to the director promulgating rules, and restores a definition of "consumer" that had been removed in an earlier draft. Committee members did not ask questions during the floor presentation.

On a motion by Representative Fitzgerald, the committee adopted the H-2 substitute by roll call (10 yeas, 0 nays) and, on the same tally, voted to report House Bill 4071 as substituted with a recommendation that it pass. The committee then moved on to other agenda items.
