House Insurance Committee adopts H-2 substitute for House Bill 4071, 10-0

The Michigan House Insurance Committee voted 10-0 to adopt an H-2 substitute to House Bill 4071 and to report the bill with a recommendation that it pass.
Representative Regina Carter, the bill's sponsor and the minority vice chair, told the committee the H-2 substitute reflects conversations with stakeholders and clarifies key definitions and scope. "This version of the bill has received support from the Department of Insurance and Financial Services, Blue Cross Blue Shield, Chubb Insurance, and John Hancock," Carter said, and she walked members through the changes.
Carter said the substitute explicitly excludes health insurers from the bill's scope, resolves a potential conflict with Representative Aragona's House Bill 4179, removes a reference to the director promulgating rules, and restores a definition of "consumer" that had been removed in an earlier draft. Committee members did not ask questions during the floor presentation.

Ken Morin of the Life Insurance Association of Michigan was recorded as supporting the bill but not wishing to speak; Dyke Van Coovering from IAM was recorded as neutral and not wishing to speak; Jenny Giles of the Department of Insurance and Financial Services was recorded as supporting the bill and not wishing to speak; and Joe Roth of the American Property and Casualty Insurance Association was listed as supporting the bill.
On a motion by Representative Fitzgerald, the committee adopted the H-2 substitute by roll call (10 yeas, 0 nays) and, on the same tally, voted to report House Bill 4071 as substituted with a recommendation that it pass. The committee then moved on to other agenda items.
