The Board of Supervisors adopted a resolution on Nov. 20 declaring the Golden State Warriors’ proposed rehabilitation of Piers 30–32 and related development “fiscally feasible and responsible” and urging city and Port officials to prioritize evaluation and environmental review of the proposal.
Supervisor Christina Kim introduced the resolution and described outreach and concessions negotiated with the Warriors, including rescheduling an Environmental Impact Report scoping meeting to mid‑January and a requirement that the project’s Citizens Advisory Committee have multiple meetings to review a term sheet before the board acts on any lease or related zoning changes.
Kim said the resolution included a clarifying amendment, proposed with advice from the city attorney’s office, to explicitly resolve that “the board of supervisors will not take action on the term sheet, the Pier 30–32 ground lease and Sewall Lot 330 conveyance or lease agreement, and any proposed zoning amendments…until after the Pier 30‑32 CAC holds meetings to review and discuss those items.” That motion to amend passed by roll call (8 ayes, 3 noes). The board then adopted the underlying resolution as amended (11 ayes).
Supporters said the amendment strengthened the community review process; Supervisor Campos said the outreach and CAC meetings would “benefit the project.” The final vote on the amended resolution was unanimous among members present: the clerk announced “11 ayes.”
Action: motion to amend by Supervisor Kim (seconded by Supervisor Campos) passed; resolution adopted as amended on roll call; no further immediate action required beyond the advisory and environmental review processes described in the resolution.
Next steps: the Office of Economic and Workforce Development and the Pier 30–32 CAC are expected to schedule the advisory meetings described in the resolution and continue the environmental review process through the EIR scoping and term‑sheet stages.
