Board advances ordinance requiring reporting dashboard to track production and preservation of housing

The Board of Supervisors on Nov. 20 passed on first reading an ordinance amending the administrative code to require a dashboard monitoring San Francisco’s housing preservation and production policies and goals.
Supervisor Olague, sponsor of the ordinance, described amendments adopted in committee and on the floor to ensure the dashboard reports actual unit counts and includes households earning up to 120–150 percent of area median income (AMI) in its data set. The final amendment removed a specific label (for example, “middle income”) for the 120–150 percent band and instead required the dashboard to report numbers in that range and to rely on sponsor disclosure of unit pricing and other available data as part of the methodology.
Supporters framed the dashboard as a tool for informed policy choices. Supervisor Kim, a cosponsor, said the dashboard will help the board “stop evaluating projects case‑by‑case in a vacuum” and allow consistent tracking against the 2009 housing element.
On roll call the ordinance passed on first reading with 11 ayes. The Planning Department and Mayor’s Office of Housing are expected to collaborate on the dashboard’s data methodology and reporting.
Next steps: the ordinance will return for subsequent readings; staff implementation and data collection processes will be developed with departmental partners.
