Council selects consultant for Veterans Memorial Pool expansion and Milburn Pool renovation

The Cedar Park City Council authorized the city manager April 10 to negotiate and execute a professional services agreement with Kimley‑Horn and Associates for design services for the Veterans Memorial Pool expansion and Millburn Pool renovation, with a not‑to‑exceed design budget of $1,050,000.
Paul Lawton of Engineering & Capital Projects outlined the scope: at Veterans Memorial Park the consultant will develop concepts and construction estimates for amenities under consideration, such as an additional water slide, a lazy river, restroom and concession upgrades and parking — final design to be adjusted to budget and operational implications. For Milburn Pool the work includes pool‑house and pump‑room renovation and replacement of the play‑sculpture and slide.
Parks and Recreation Director Mike DeVito said staff will evaluate lifeguard sightlines as part of the design so that new amenities do not exacerbate historic staffing challenges at Veterans Pool. Councilmembers also raised traffic and queuing concerns for nearby neighborhoods and asked staff to incorporate parking and circulation analysis and neighborhood outreach into the design process.
Kimley‑Horn was selected based on qualifications, including recent aquatic facility experience; staff noted cost estimates and a concept plan will be part of the consultant’s project deliverables. Council approved the consultant selection unanimously.
