Englewood staff set agendas for April–May meetings, including capital projects and municipal code updates

City Manager Sean Lewis outlined the agendas and calendar for Englewood City Council meetings scheduled between April 14 and May 19, 2025, including a preliminary capital projects list, municipal code updates and discussions about municipal energy financing.

Lewis said, "We'll start with April 14," listing review of the preliminary capital projects list, the planning commission and budget advisory committee items, a comprehensive plan update and an executive session on City Center. He also summarized items planned for later April and May, including utility billing system implementation, amendments to a Civic Center contract, an Xcel Energy easement for electric vehicle charging sites, and code updates tied to state water-quality requirements.

The session was a manager-level scheduling meeting to confirm which items will appear on upcoming public agendas. The calendar notes a request to move a previously discussed affordable-housing facilitator item from the manager's report to a study session, and a request to allot 20 minutes on the April 14 meeting for the comprehensive plan update because it was not covered in prior discussion.

On April 21, Lewis listed items that will appear for council consideration: implementation of a new utility billing system; recognition of the City of Englewood Green Team; an Elevate Englewood Leadership Academy graduation; an amendment to an existing Civic Center contract; an Xcel Energy easement for electric vehicle charging; and first reading to accept the 2025 Enterprise Zone administration. He also referenced "NAEP Title 12, Chapter 1, Article C of the Englewood Municipal Code for extraterritorial water service requirements" and a set of municipal code changes to align local code with state and Colorado Water Quality Standards.

Lewis identified the April 28 (noted in the meeting as the 20th/28th sequence) agenda to include the March 2025 General Fund monthly financial report, a comprehensive plan update, judge's salary, special event strategy and a discussion on municipal energy project financing. He said May 5 would include a city sales tax code update, clarifications of definitions and exemptions, and a South Broadway redevelopment plan. Among later items are municipal code cleanup (Title 1), a municipal ordinance to approve Englewood City becoming a certified local government, and South Broadway design guidelines for downtown Englewood.

Staff and council also noted board-and-commission interviews planned May 12, and a May 19 meeting listing water and sewer fund financial updates, a solids-handling improvements project CMGC agreement for "Allen Bridal plant," TELP financing for a municipal energy project and CB 19 city sales tax code update.

There were no formal votes recorded during the mayor–manager scheduling meeting; the discussion focused on confirming items for public council agendas, clarifying which items should be on consent or removed for separate discussion, and scheduling a short study-session update on the comprehensive plan for the next council meeting.

The mayor–manager meeting concluded with staff and council members agreeing to finalize agenda entries and to return with materials for the listed items on their scheduled council dates.
