South Davis Recreation District reports revenue gains, program growth and May ice-rink maintenance

Tiff Miller, representing the South Davis Recreation District, presented a year-in-review and current updates to the Bountiful City Council during the April 8 work session, reporting revenue gains, higher participation in many youth programs and planned maintenance at the district's ice facility.

Miller said the district closed its 2024 fiscal year with about $500,000 in revenues and that early 2025 figures are tracking ahead of last year. "We're looking at about right about $500,000 in revenues for 2024," Miller said. Miller also said annual-pass sales were up by about $26,000 versus the same point last year and daily admissions were up roughly $12,000 in the first quarter of 2025.

On membership and participation, Miller reported the district had roughly 7,635 memberships as of late March and that about 45.3% of members are Bountiful residents; she said participation and revenues increased across several youth sports programs. Examples Miller cited:

- Junior Jazz: winter revenue about $80,000 for the January'March season and year-over-year participation increases. - Youth flag football: added an additional day and increased participants by about 160 players, adding roughly $15,000 in revenue. - Youth soccer, volleyball and baseball: registration and revenues increased in 2025 versus 2024, with shares of participants from Bountiful ranging from roughly 44% to 55% depending on the program.

Miller also described operational and capital items under review or planned:

- Ice-rink maintenance: the rink will close in May for about three weeks for maintenance, including removing the ice, repainting the floor and replacing aging dasher boards.

- Zamboni: the district has ordered a new Zamboni for delivery in 2025; Miller said the district had not bought one in over 10 years.

- Facility entry control: the district plans to add a scanning turnstile and mechanical turnstiles at the facility entrance to better manage access to pools, fitness areas and programs.

- Locker rooms and state guidelines: Miller said the district is assessing locker-room changes prompted by new state guidelines; no final plans have been adopted.

- Parking-lot work: Miller said the parking lot at Bountiful City Park will likely need attention in the next two years and the district is beginning preliminary coordination.

- Sponsorships: the district has created a sponsorship package for 2024'25 and reported early interest from potential sponsors.

Miller said the district is managing rising utility, insurance and maintenance costs partly by growing pass sales and program participation; she said early 2025 annual-pass sales and program registrations were higher than at the same point in 2024.

No formal council action was taken during the presentation; council members thanked Miller and indicated familiarity with the district's work. Council member Bradshaw, who also serves on the district board, was noted as a liaison.

Why it matters: The district's revenue and participation trends affect city residents' access to recreation programs and the shared use of park and parking assets. Planned maintenance and capital items (rinks, turnstiles, a Zamboni and parking-lot work) could affect program scheduling and parking availability in coming months.
