Human Services: county approves software agreements, foster-care contracts and creates CYS compliance position

Crawford County Human Services won board approval for several child-welfare software agreements, new foster-care contracts and the creation (ratification) of a Children & Youth Services program manager for compliance and quality.
At the April 9 meeting the Board of Commissioners approved a package of Human Services actions including software agreements for case management and foster/adoption reporting, new foster-care provider contracts and creation of a Children & Youth Services (CYS) program manager position focused on compliance and quality.
Human Services staff asked the board to approve a maintenance and upgrade agreement with VANCO International for the adoption and foster-care analysis and reporting system for fiscal years 2025–26, and a separate VANCO child welfare information solution agreement for the same period. The board also approved an Integrated Case and Accounting Management System provider agreement with VANCO for fiscal years 2025–26.
Commissioners approved two new foster-care contracts: Benchmark Family Services and Twin Pines Family Services. Staff said the county has not contracted previously with these agencies and that Twin Pines will provide a placement for a youth this week. The board also approved creation and ratification of a CYS program manager of compliance and quality position to monitor licensing and inspections.
All motions were carried by roll call. Staff indicated the new agreements and position are intended to strengthen case management, reporting capabilities and oversight of licensed placements.
