The Bountiful City Council on April 8 approved a guaranteed maximum price of $1,508,641 with City Creek Construction to remodel 135 South Main into a Lucky Slice restaurant.
City Engineer Lloyd Cheney told the council the construction cost shown in the staff report is $1,508,000 and that City Creek’s total fees include a 6% profit component plus monthly construction-management overhead that brings City Creek’s fee total to roughly $304,000. Cheney said the project estimate includes a $136,000 contingency to cover unknown conditions in the older building and potential utility impact fees that have not yet been finalized.
The project is intended to support downtown revitalization by adding restaurant space fronting Town Square. Cheney described changes to the storefront and interior, including removing an upper façade element, installing new board-and-batten siding and a narrow canopy, relocating an interior stair, and adding two restrooms. The city will deliver the building “shell” — structural work, core restrooms, stairs and HVAC — while Lucky Slice will install tenant fixtures, seating and equipment. Cheney said the tenant aims to open in late third quarter or early fourth quarter 2025.
Council members pressed for clarifications on seating, parking and additional costs. Cheney said seating capacity is expected to be about 30 to 40 seats. The plan reclaims three angled on‑street parking spaces in front of the building to create a permanent widened sidewalk and space for on‑street dining; Cheney said any similar arrangement for other storefronts would be considered on a case-by-case basis. He also said the city expects additional charges from culinary water upsizing and South Davis Sewer impact fees “on the order of a few thousand dollars” and that a gas-meter upsize could be “tens of thousands” but that final amounts were not yet known.
Cheney said the Redevelopment Agency (RDA) funded the building purchase and that reconstruction costs will be paid from RDA operating funds. Because the council currently acts in RDA capacity only at designated RDA meetings, Cheney said staff will put the project on an RDA agenda in roughly two weeks to ratify contracts and expenses.
Council members praised the design and the mayor’s role in attracting the tenant. Councilman Murray and Councilwoman Bradshaw both spoke in support before a motion to approve the GMP passed with the council’s affirmative voices recorded at the meeting.
The council’s motion approved the GMP with City Creek Construction at $1,508,641 and directed staff to proceed with contract execution and to bring the contract and expenditures to the RDA for formal ratification at the next RDA meeting.
Votes and next steps: The council approved the guaranteed maximum price; staff will present the contracts and final RDA ratification at an upcoming RDA meeting. The city will continue to refine the final impact-fee amounts and will draw on the project contingency as needed; final tenant improvements remain the responsibility of Lucky Slice.
