Mifflin County commissioners adopt proclamations, approve routine payments, contracts and personnel actions

Mifflin County commissioners on Tuesday adopted proclamations recognizing National Library Week, Child Abuse Prevention Month and Sexual Assault Awareness Month, and approved a slate of routine financial and administrative items, including payment applications, a cooperative host agreement for a nursing school expansion project and multiple personnel actions.

The commissioners accepted the treasurer's report for the period running March 19 through April 1, 2025. Diane, the county treasurer, reported an opening general account balance of $1,565,515.68, total debits of $842,713.32 and an ending balance of $1,076,211.75. She said accounts payable for the period were $606,263.05 and payroll totaled $492,761.63. Other account activity the treasurer reported included three checks from the 9-1-1 account totaling $10,992.15, five CDBG checks totaling $384,077.98 and a Liquid Fuels Act 89 EFT for $59.19.

The three proclamations were read and adopted by voice vote. Commissioners proclaimed April 2025 as National Library Week and encouraged residents to visit local libraries; April 2025 as Child Abuse Prevention Month; and April 2025 as Sexual Assault Awareness Month, under the theme "Together we act, united we change." Representatives from the Lewistown Library and local prevention groups attended and spoke briefly after the proclamations were adopted.

On financial and project matters, the board approved: - Extension of a termination date for a subrecipient agreement tied to the Tower Hill Booster Station project. Staff said approximately $590,291 remained in that loan account; the commissioners approved extending the termination date to Dec. 31, 2025 to allow time for completion. - A cooperative host agreement with the Geisinger Authority related to a redevelopment grant for a School of Nursing expansion in Lewistown. County staff said the agreement documents a previously awarded grant tied to the project and includes typical grant conditions about potential ineligible expenses. - Payment application No. 1 for Mid State in the amount of $59,960 for countertop/backsplash work, re-flooring, cleaning and irrigation on a project funded from CDBG and pipeline funds. - Payment application No. 5 from SC Construction Group for $32,622.08 on a hospital-related water project; staff said the larger contract for that portion of work is $908,471 and remaining contract balance after the payment is $263,161.84, and that the associated sewer/water projects are expected to be completed by the end of May. - Approval of an Act 13 grant amendment and one-year extension for Armagh Township to complete walking-trail improvements (remaining award $13,843 to be used for solar lighting, benches, trash receptacles and making sections ADA-accessible). - A purchase-of-service agreement for children and youth services with attorney Megan Hawkins, Esquire, for representation services as presented by Children & Youth Administrator Nicole Adelis.

The commissioners also voted to exonerate county real estate taxes for two parcels where mobile homes had been removed (parcels in Wayne and Oliver townships), and they approved multiple personnel actions, including promotions and new hires across corrections, the sheriff's office, children and youth, and probation. Listed personnel actions read into the record included the rescission of one hire, several promotions to full-time status, a retirement effective May 30 and hires for probation officer and probation intern positions with effective start dates in June.
