Staff described the change as an exception for properties that have at least 100 feet of frontage on specified busy streets and said the purpose is to allow safer ingress and egress for residents on higher‑traffic corridors. The draft standards discussed at the meeting specify a 35‑foot offset from an existing driveway approach, a minimum 14‑foot width for the second approach, and a 10‑foot clear area from the sidewalk before any paving. Staff also presented a hammerhead alternative for narrower lots that cannot meet the circular‑drive dimensions.
Commission discussion clarified that the ordinance already requires front‑yard areas to be drivable (not for long‑term parking) and that the surfacing must be a drivable material (paved or acceptable gravel) consistent with other code requirements. Commissioners said the graphics included in the ordinance will help homeowners visualize the options. After public comment in favor from at least one resident, the commission voted to forward a positive recommendation to City Council.
In a roll call on the recommendation to amend Title 10, Chapter 19, the following commissioners recorded aye votes: Commissioner Felt (aye), Commissioner Cowley (aye), Commissioner Thompson (aye), Commissioner Tanner (aye), Commissioner Bailey (aye) and Commissioner Hobert (aye). The recommendation now proceeds to City Council for final action.
