Thousand Oaks, Calif. — The Thousand Oaks Planning Commission voted 4-0 on April 7, 2025, to find the proposed Capital Improvement Program for fiscal years 2025–26 and 2026–27 consistent with the Thousand Oaks General Plan and to determine the CIP is not a project subject to review under the California Environmental Quality Act. The commission's finding will be transmitted to the City Council for its consideration at the council's budget study session and later CIP adoption.
The staff presentation, led by Senior Planner Scott Kollwitz and supported by Public Works and finance staff, said the two-year CIP includes 147 projects totaling about $160,000,000 and that 271 projects are planned over five years at roughly $538,000,000. Staff described projects organized in 11 categories, including facilities, housing, landscaping and streetscape, libraries, open space, stormwater, streets, transportation and traffic, undergrounding of utilities, wastewater, and water system improvements.
