Council reviews $515,000 design request for Parkview and Verde River streetscape; $50,000 facade grant placeholder draws debate

Amanda, the economic development director, reminded council that the streetscape and downtown strategy stem from outreach in 2024 that included focus groups, surveys and an open house. She said the $515,000 request covers design work for both Parkview and Verde River, including utility analysis, accessible route work and construction documents; staff noted a MAG (Maricopa Association of Governments) grant for about $95,000 would offset part of the cost.
Council member Calavianakis and others urged caution about approving façade grant funds without a final program policy and controls in place. “Programs like this are fraught with possible fraud,” Calavianakis said, and asked why the council should approve a $50,000 placeholder before seeing the grant program rules. Amanda replied that the funding acts as a placeholder so staff can prepare policy and come back to council; she said staff would require documentation and payments after work is completed as part of standard controls.
Other council members pressed for moving some projects forward. One summarized the risk of inaction: “If we don’t do an overlay district or make improvements … we’re gonna get industrial‑like uses” in Parkview, Amanda said during the discussion.
Council feedback was mixed. Several members supported proceeding with design and keeping the avenue project in a later year; others urged additional outreach and said the design request could be delayed until the town has clearer sales‑tax trend data. Staff noted that delaying design would shift schedules and could push construction past the summer window because of bidding and permitting timelines.
Ending: Staff will return with contract details and a recommended policy for the façade grant program; council asked staff to incorporate MAG grant offsets and to consider the timing of design versus construction windows before committing to construction starts.
