Neshaminy board approves routine consent items, personnel appointments and agreements; Felicity S. Hanks named HR director

The Neshaminy Board of School Directors approved a slate of routine motions, personnel actions, facility-use requests and a contractual services agreement at its April public meeting, and appointed Felicity S. Hanks as director of human resources.

Board members approved a master consent motion covering minutes, the treasurer’s report, the check register and procurement card purchases, budget transfers, investments and exonerations. The board also approved grouped personnel motions for administrative, certificated and support staff items, including retirements, resignations, appointments and leaves of absence. All motions on the consent and personnel calendars passed on voice votes recorded as 8–0.

The board approved facility-use requests that allow Sunday field use by local athletic groups at district schools, citing Board Policy 800 on facility scheduling. It also approved a contractual agreement with the Chester County Intermediate Unit and CCRES Educational and Behavioral Health Services for the 2025–26 school year; the motion referenced an attached file that was part of the meeting materials.

In a separate action, the board appointed Felicity S. Hanks to the position of director of human resources for a five-year term effective July 1, 2025, with a starting salary of $167,500. The appointment was conditioned on execution of an employment agreement and receipt of necessary clearances. The resolution authorized the district president, vice president, secretary and superintendent to execute the agreement after review by the district solicitor.

Superintendent Michael Bowman (identified in the public record as the presenter of the superintendent’s report) congratulated Hanks and highlighted her background, saying, “She was an attorney, and practiced school law prior to entering the world of being an HR director. So, brings a wealth of knowledge and a wealth of experience with her that I think will strongly benefit the Neshaminy School District.”

The board also voted to place 11 policies on first reading and recommended a second reading and final adoption at the April 22 public meeting. The meeting materials listed the policy identifiers; the board’s motion directed the policies to return for a final vote at the next public works session.
