Council authorizes transmission owner rate-case agreement with NCPA; honors departing Silicon Valley Power chief Manuel Pineda

City staff explained that while SVP is a member-owner of NCPA, a formal agreement is required to engage NCPA for transmission access charge and rate-case work. City Manager Jevon Grogan and staff said the agreement would secure technical and legal expertise for rate-case proceedings the city might face.
During the same consent-item discussion the council formally thanked Manuel Pineda for his service to the city. Pineda, who led Silicon Valley Power for about seven and a half years, was honored with a proclamation and a public cake; he addressed the council and thanked staff and colleagues. In remarks to the council he said, "I was not expecting anything tonight. ... I am emotional about leaving. I am thankful for the seven and a half wonderful years I had here in the city."
Council action: The council moved and seconded approval of the consent calendar item authorizing the city manager to enter the NCPA agreement; the item passed unanimously on roll-call vote. The council also approved the personnel commendation and related presentations recognizing Pineda's contributions to SVP's renewable-energy procurement and utility growth.
Next steps and context: Staff said the NCPA agreement will allow NCPA to provide support on transmission-owner rate-case matters and that the city manager will negotiate the contract terms.
