Commission tables East First Street improvements after extended county partnership discussion

Commissioners and staff spent substantial time debating partnership structure and the message the city should send to the county. Several commissioners said Newton should pursue stronger, enforceable cost‑sharing terms—either by securing larger immediate funding or by arranging for the city to recoup upfront investment from future tax receipts if the county does not contribute in the long term.
One commissioner proposed a work session with the county to “figure out where they’re going to be in the realm of economic development,” arguing the city and county need a clearer partnership model and possibly a reimbursement mechanism in cases where the city front‑loads improvements.
City staff said a work session could be scheduled soon and that the project need not move to construction immediately; preliminary estimates and designs were expected in May and construction would be considered in a later budget year. After discussion the commission voted to table the item indefinitely pending a work session and further negotiation with the county.
