Union pushes for clearer leave tracking in Skyward and limited flexibility to use accrued usable leave

Union negotiators raised persistent problems with leave tracking and application across buildings. They told district negotiators that Skyward—the district's electronic leave system—shows only "general leave," making it impossible for teachers to see how many personal days versus sick days they have available. The association said inconsistent administrative practices at the building level have resulted in teachers being counseled to code leave differently and, in some cases, being denied personal‑leave requests.
As an interim approach the association proposed either changing Skyward so leave types are visible to employees or consolidating the categories into PTO for clarity. The negotiators said the union is not asking to convert benefits this year but wants a pathway to resolve the reporting inconsistency.
Separately the union proposed language to allow, in defined circumstances, teachers who have exhausted their usable leave because of illness or bereavement to draw up to five days from usable accruals for approved personal reasons without a payroll deduction. The union characterized the change as flexibility—not new leave—and offered examples where the order of events (sick leave used first, then a personal need) produced unfair outcomes.
District staff acknowledged the lack of an accountability/report function in Skyward that shows a break‑out of leave types and said the parties could work toward either a system change or clearer contract language and administrative protocols. No final contract changes were adopted at the meeting; both sides agreed to continue working on the reporting issue and potential language to allow limited flexibility in using usable leave.
