Commissioners sign support letter for Justice Reinvestment Program application

Klamath County commissioners approved a support letter on April 8 for the county’s application to the Justice Reinvestment Program (JRP), which county corrections staff said has been a significant funding source for jail operations and community corrections for years.
Harris Hartman, Community Corrections director, told commissioners the county has submitted multiple JRP applications over roughly a decade and that the program historically supplied a substantial portion of operating funds for the sheriff’s office and jail. Hartman said this application is important for the upcoming biennium because the county expects reductions in some community-corrections funding tied to declines in the county’s share of the corrections population (from 3.63% to 3.16%, as stated in the meeting).
Hartman said the county expects the Criminal Justice Commission to consider up to a 10% reduction in supplemental formula funds and that the formula grant supporting jail operations is likely to decline slightly, though not to a degree that officials expected would prevent seeking or receiving JRP funds.
A commissioner moved and seconded a motion to sign the support letter; the board approved the motion on a voice vote.
