Board adopts code language making pollution of raw-water sources unlawful

The Englewood Water and Sewer Board voted to adopt a code amendment that prohibits pollution of raw-water sources and incorporates state water-quality and drinking-water regulations into local code.
Chris (Staff member) presented the amendment, explaining it covers pollution of raw-water sources — rivers, reservoirs and tributaries — and extends protection to the city's drinking-water treatment operations, including the Alamo (sp?) Water Treatment Plant. The amendment adds language stating that pollution of those sources "shall be unlawful" under the cited code section and links local enforcement to the Colorado Water Quality Control Act and regulations from the Colorado Department of Public Health and Environment, including the primary drinking water regulations known as Reg 11.
Board members asked no substantive questions and the board moved, seconded and approved the amendment. Staff said the change clarifies the city's local code and aligns enforcement language with existing state-level water-quality law and drinking-water standards.
The action does not create new state rules; it references state law and CDPHE regulations to make local code enforcement consistent with those standards. Staff indicated the city follows CDPHE regulations for monitoring and operation of its drinking water system.
