Litchfield board approves $3.8 million modular classroom project for Palm Valley Elementary

The Litchfield Elementary School District Governing Board voted unanimously April 8 to approve construction of modular classroom portables at Palm Valley Elementary School to support the campus’s planned transition to a full K–8 program.
CFO Vaughn told the board the project would add nine classrooms and associated restrooms at an estimated cost of $3,800,000 and that the district plans to use 2024 bond and other capital resources to fund the work. Vaughn said the district engaged the same modular builder used for prior installations and provided the board with pricing and schedule context.
The move responds to early planning for Palm Valley’s expansion into eighth grade for the 2027–28 school year, district staff said. Dan Ensign, the district’s director of construction, said the district expects to site the portables in the area of the campus originally constructed to support modular additions but that the final placement is contingent on site investigations to confirm sewer and utility access. "We do not have the exact location yet," Ensign said, adding that the location could change once crews confirm utility access.
Board members asked whether the project would replace existing portables; Vaughn and Ensign said these units would be additional classrooms for now, with a possible second-stage project later to replace older portables. Trustees also confirmed the $3.8 million estimate is intended to include utility work and bathrooms; Vaughn said the estimate accounts for anticipated sewer and electric work but cautioned that final site work could affect details.
The motion to approve the construction was made by Governing Board Member Miss Moran and seconded by Miss Wallace. Votes were recorded as follows: Miss Moran—yes; Miss Wallace—yes; Mister Mikes—yes; Mister Owens—yes; President Zaima—yes. The motion passed.
Next steps outlined by staff included further site investigations to determine exact placement, finalizing construction documents, and bringing contract authorization and timeline updates to the board as details are confirmed.
