Special-education staff presented the district's mandatory three-year special-education plan and explained it will be submitted to the Pennsylvania Department of Education (PDE) after board approval.
The plan, the director said, outlines targeted professional development priorities and documents the district's in-district classroom placements as well as students placed out of district. The presentation identified a particular need related to students requiring emotional-support placements and noted the district is working to expand capacity so fewer students require out-of-district placement.
'This is what I presented last planning meeting. It's the mandatory 3 year plan and it covers professional development based on targeted things that we need to work on as a district, as well as, the classrooms that we have within our district and outside of our district,' the special-education director said.
Board members asked clarifying questions about the relevant indicators the state monitors and how the plan targets them; the director said the district passed most indicators but will address a few where state expectations were not met by implementing focused training and supports. Trustees asked about current out-of-district placement counts and were told the numbers were current as of the submission.
The board did not vote on the plan during the meeting; the director said it will be placed on the next meeting's action agenda for a formal vote and then submitted to PDE.
Separately, district administration explained the flexible-instruction-day (remote learning) application and clarified operational details: schools may use up to five formal FID days under state rules; the district also uses remote-learning procedures and must meet annual instructional-hour requirements. Administration said teachers typically conduct live check-ins and period-level remote instruction at the secondary level and a morning check-in at the elementary level on such days.
Administrators said the district used three remote-learning days this school year and that the calendar already contains two built-in make-up days; if more make-ups are required they will be added to the end of the school year.
