Dover Area SD to place three facility items on next meeting agenda: Intermediate Avenue paving, facility study award, small crosswalk repairs

Director Meese presented the facilities and safety report and asked the board to place three items on next week's agenda: (1) acceptance of a $26,495 bid from York Excavating Company to complete the district's portion of Intermediate Avenue paving, (2) award of a facilities study contract to EI Associates, and (3) approval of three crosswalk overlays priced at $2,356.
Director Meese said the district's obligation stems from a signed agreement among the district, the township and Dover Highlands dated Jan. 11, 2021. The district's share after a $10,000 Dover Highlands contribution would be about $16,495, Meese said.
'We agreed to do this in 2021,' Meese said, noting the township expects the district to complete its portion before the township will repave and adopt the road.
Board members asked for documentation of the Dover Highlands contribution; Meese said a January 2021 agreement exists and that solicitor Pratt and township counsel handled prior negotiations. Trustees agreed to place the York Excavating contract on the next business meeting agenda and to ask the solicitor to be present for questions.
On the facilities study, Meese said a committee reviewed seven proposals and recommended EI Associates as the lowest-cost bidder; EI's proposal includes a $5,100 fee that would be creditable to future design work. Meese said the firm's prior work for other districts and lack of recent legal issues made it a favorable option. The board agreed to put the contract award on next week's agenda so staff can finalize timeline and scope.
Meese also presented a single bid from D.E. Gammel to overlay three worn crosswalks for $2,356. He suggested funding the crosswalk overlays from capital reserve, and several directors supported installing the painted crosswalks as an interim safety improvement while pursuing larger signal upgrades and grant funding. Director Wolverton and Director Hogan both said the crosswalks give drivers a visual cue to slow in school zones.
None of the three items were voted on at the meeting; trustees asked staff and solicitor Pratt to provide the contract, the 2021 agreement, and the proposed EI Associates scope for review prior to next week's vote.
Meese and Director Kindig said they had talked with Senator Kieffer's office about pursuing grant funding for a larger signalized crosswalk project next year.
